Abstract

A second level of vulnerability, which is what matters in this work, is the vulnerability of not having the needs covered basic, due to poverty or lack of health, which are terms almost synonymous in many concrete situations of Latin America We do not refer here to situations of extreme poverty and extreme gravity for a disease but we are already talking about vulnerable people in their human condition, and therefore, with a quality of life far below the minimum justice.
