Abstract

In France, the 2015 territorial reform assigned additional missions related to territorial development to the Regions. The Nouvelle-Aquitaine Region (RNA) has decided to adapt its intervention through contractualization with the subregional territories. At the same time, the Public Policy for Economic Intelligence (PPIE), originally implemented in France by the State, requires its implementation and dissemination at a regional level, thus constituting a new
public policy to be deployed.
Using a hybrid analytical framework combining a management tool and a smart territorial system, we study how territorial contracts can constitute a territorial intelligence system.
